Canada PGWP Eligibility: The Two Dates That Decide It

General business administration will not get a college graduate a Post-Graduation Work Permit. Neither will accounting, finance or hospitality management — three of the most common diploma choices among Nigerians heading to Canadian colleges. Of the 1,107 fields of study that currently qualify, exactly thirteen sit anywhere in the 52.xx business series.

Plenty of people find this out after paying a deposit. It also applies to some students and not others, which is where the confusion starts.

Two dates, and only two, decide which rules apply to you

IRCC layered the new PGWP eligibility rules on top of the old ones using two different trigger dates. They are not interchangeable, and mixing them up is the most common mistake in WhatsApp groups.

  • The field-of-study requirement keys off the date you submitted your study permit application. If that was before 1 November 2024, your programme’s field does not matter at all. On or after that date, it does — unless you’re exempt.
  • The language requirement keys off the date you submit your PGWP application. Applications filed on or after 1 November 2024 need a test result. Before that, none.

So a student who applied for a study permit in September 2024 and graduates in 2027 is exempt from the field-of-study rule but still has to sit a language test. Both facts are set out on IRCC’s Who can apply page.

The language test is now unavoidable for almost everyone

Only two groups escape it: people who filed before 1 November 2024, and graduates of a PGWP-eligible flight school. Everyone else provides proof of English or French, in all four abilities, from a test taken in person and less than two years old at the moment of submission.

The threshold depends on your credential, not your programme’s subject:

Note the IELTS Academic trap. IRCC accepts General Training only. Plenty of Nigerian students sit Academic because their university asked for it, then discover at PGWP time that the result is useless and they have to book and pay again. Book General Training if you intend to stay.

One more detail buried in the documents page: your PGWP checklist lists proof of language as optional. It is a system limitation, not permission. If the requirement applies to you and you leave it out, expect a refusal.

Who the field-of-study rule actually catches

You are exempt if any one of these is true, per the field of study requirement page:

  • You submitted your PGWP application before 1 November 2024.
  • You applied for your study permit before 1 November 2024.
  • You graduated with a bachelor’s, master’s or doctoral degree.
  • You graduated from a PGWP-eligible flight school.

Read the third one again. Degrees are exempt. Diplomas and certificates are not. That is the whole architecture of the policy: it pushes non-degree students toward occupations Canada says are in long-term shortage, and leaves degree holders alone.

Eligibility runs on six-digit Classification of Instructional Programs (CIP) codes from CIP Canada 2021 — not on your programme’s marketing name. A college can call something “Business Analytics”; what matters is the code the institution assigns it. Ask the registrar in writing before you accept an offer.

We pulled the full currently eligible list (last updated by IRCC on 4 July 2025) and counted it by category. The distribution explains the policy better than any press release:

Half the list is care work. A licensed practical nurse programme (51.3901) qualifies. So does welding technology (48.0508), civil engineering technician (15.0201), early childhood education (13.1210), and cooking and culinary arts (12.0500). Digital marketing (52.1404), construction project management (52.2002) and supply chain management (52.0203) made it in under STEM. Generic business administration (52.0201) and accounting (52.0301) did not.

The one piece of good news for anyone mid-programme: IRCC has stated on that same page that for 2026 it will not add or remove any eligible fields of study. The list is frozen for the year. What happens in 2027 is genuinely unknown, and anyone who tells you otherwise is guessing.

The baseline requirements haven’t moved

Underneath the new layers, the old rules still bind. Your programme must have been at least 8 months (or 900 hours for Quebec credentials) at a PGWP-eligible designated learning institution. You must have kept full-time status every semester, with part-time allowed only in your final one. You have 180 days from confirmation that you completed the programme to apply, and your study permit must have been valid at some point inside that 180-day window.

Note the phrasing carefully: “PGWP-eligible DLI.” Being on the DLI list is not enough. IRCC maintains a separate filtered list of DLIs offering PGWP-eligible programmes, and even within those schools not every programme qualifies. Check the school, then the programme, then the CIP code. In that order, before you pay a deposit.

How long the permit lasts

Your permit is also capped by your passport expiry, whichever comes first. If your Nigerian passport has 14 months left and you qualify for three years, you get 14 months — and then have to renew the passport and apply on paper to extend. Renew the passport before you file. What it costs

From the official IRCC fee list, updated 2 July 2026. Naira and dollar figures are approximate at roughly CAD 1 = USD 0.71 = NGN 975 in late July 2026; check the rate the day you pay, because it moves.

That last row is the expensive mistake. If your study permit expires while you wait for final marks, you have 90 days to apply for the PGWP and restore your student status — paying both the $255 and the $396.25, and you cannot work in the meantime. Miss the 90 days and you must leave Canada. The cheaper move, per the how to apply page, is to apply for a visitor record before the permit expires.

Whether PGWP time actually gets you to permanent residence

This is the part worth doing arithmetic on, because the answer for short programmes is often no.

The Canadian Experience Class requires one year of skilled work, or 1,560 hours at 30 hours a week, inside the three years before you apply, in NOC TEER 0, 1, 2 or 3, gained while authorised to work. Work done while you were a full-time student — including co-op terms — does not count. There is no education requirement. Those rules are on the Canadian Experience Class page.

Now combine that with permit length. A nine-month diploma earns a nine-month PGWP. Nine months at 30 hours a week is roughly 1,170 hours — short of 1,560, with no room to job-hunt first. Even a full 12-month permit clears the bar only if you start full-time skilled work in week one and never lose a week. That is our arithmetic from IRCC’s two published rules, not an IRCC statement, but it is the reason a two-year programme and its three-year permit is a structurally different bet from a one-year programme.

What the PGWP route is worth in points, from the CRS criteria, for a single applicant: one year of Canadian work experience is 40 points, two years 53, three years 64. A Canadian post-secondary credential of three years or longer adds 30; one or two years adds 15. Language matters more than most people assume — CLB 9 in all four abilities is worth 31 points per ability against 17 at CLB 7.

Also worth knowing: job offer points were removed from the CRS on 25 March 2025 — 200 points for senior management roles, 50 for other skilled occupations, both gone. And for 2026, IRCC’s category-based selection runs ten categories, including four that are new and explicitly Canadian-experience-based: physicians, senior managers, researchers, and skilled military recruits, alongside healthcare and social services, STEM, trades, education, transport and French-language proficiency.

Language requirements for CEC itself, incidentally, are lower than for the PGWP in some cases: CLB 7 for TEER 0 or 1 jobs, CLB 5 for TEER 2 or 3, per the Express Entry language page.

Before you accept an offer letter, confirm these five things in writing

  1. The school appears on IRCC’s list of DLIs offering PGWP-eligible programmes — not merely the general DLI list.
  2. The specific programme is PGWP-eligible at that school. Get it from the registrar, not the agent.
  3. The six-digit CIP code, and whether it appears on the currently eligible list — unless you are doing a bachelor’s, master’s or doctorate, in which case skip this.
  4. The programme length in months, and whether it crosses the two-year line that triggers a three-year permit.
  5. Which language test you will sit, and that it is IELTS General Training, CELPIP-General, PTE Core, TEF Canada or TCF Canada.
